The decision to repair or replace your roof almost never arrives calmly. It arrives as a stain spreading across a bedroom ceiling, or as a contractor standing in your driveway holding a phone full of photographs you cannot verify, saying the words “you really need a full replacement” in a tone that suggests the discussion is already over. And you stand there doing arithmetic you have no basis for, because nobody has ever told you what actually separates a roof that needs a patch from a roof that needs to come off.

So the industry’s default answer to almost every question drifts, gently and profitably, toward replacement.

A roof repair, properly understood, is a targeted intervention at a known failure point. Someone locates where water is getting in, removes the covering around that point, examines what is underneath, corrects the defect, and puts the covering back. The classic repairs are a length of flashing that has pulled away from a chimney or a wall, a boot around a plumbing vent that has cracked from ultraviolet exposure, a run of shingles torn off in a windstorm, a nail that backed out and lifted the course above it, or a valley where debris dammed up and forced water sideways under the courses. Every one of those is a discrete, findable defect in an otherwise sound covering. The material around the failure is still doing its job. Fix the defect and the assembly is whole again.

A roof replacement is a different animal entirely. It means the covering comes off down to the deck, the deck gets inspected and any rotted sheathing gets swapped out, new underlayment goes down, new flashing goes in at every penetration and transition, and a new covering goes on. It is the reset. It buys a full new service life, it resets every warranty, and it is the only intervention that actually addresses a covering that has failed as a system rather than at a point.

This is a new layer of shingles installed directly on top of the existing one, without a tear-off. The old covering stays. The old flashing usually stays. The deck is never seen. What is the actual difference between a roof repair and a replacement?

A repair fixes a located defect in a covering that is otherwise still performing, and it costs a small fraction of a replacement. A replacement removes everything down to the deck, corrects what is found underneath, and buys a full new service life. The difference is whether the covering has failed at one point or as a whole.

A homeowner who genuinely needs a two-hundred-dollar flashing correction and buys a full replacement has lost thousands. Why this decision gets sold instead of decided

It is worth sitting with the incentive structure for a moment, because it explains almost every strange thing that happens during a roofing sales call.

A repair is a small job. It might take one person part of a morning. The margin is thin, the scheduling is annoying, and it does not move a company’s revenue. A replacement is a full crew, a dumpster, a material order, and a number with more digits in it. There is no conspiracy involved. There is just a gradient, and every ambiguous case tends to roll downhill toward the bigger job. A contractor does not have to be dishonest to be wrong in a direction that happens to pay better.

Layer onto that the evidence problem. You cannot see your own covering. When someone shows you a photograph of a cracked shingle and says the whole assembly is compromised, you have no way to know whether that shingle is representative of the entire surface or whether it is the one bad shingle they had to hunt for. You cannot tell whether the photograph was taken on your home. You cannot tell whether the “rot” in the picture is your deck. The rule below exists to take the decision out of the hands of whoever happens to be standing in your driveway and put it back in yours. It is built from facts about your own home that you can establish independently, cheaply, and before anyone quotes you anything.

The age-extent-layers rule

Here is the claim this article defends, stated once, plainly, so you can carry it around: replace when the covering is near the end of its service life, when the damage is widespread rather than located, or when a third layer is not permitted; repair when the damage is isolated and the covering has meaningful life remaining. Any one of those three replace conditions is sufficient on its own. All three repair conditions must hold together for a repair to be the right call.

That is the age-extent-layers rule. Three levers, and each one can independently end the argument.

The structure matters. This is not a scoring system where you weigh factors against each other and arrive at a feeling. Age alone can force a replacement even when the damage is trivial, because patching a covering with two seasons left in it is throwing good money after a corpse. Extent alone can force a replacement even on a young covering, because widespread failure on a young surface means the installation or the material was defective, and you cannot patch your way out of a bad install. Layers alone can force a replacement even when age and extent both say repair, because if you already have two layers and code will not permit a third, the tear-off is not optional whenever the covering next needs work.

The levers are independent, and each one is a full stop.

How old is too old for a roof?

A covering is too old when it is inside the last stretch of its material’s service life, because a patch has to last as long as everything around it. Once the surrounding material is near failure, the patch outlives the roof and the money is wasted. That threshold arrives at a different age for every material.

Lever one: age against the material’s service life

The single most common error homeowners make is thinking about the age of their covering as a number in isolation. Fifteen years old means nothing by itself. Fifteen years old on an entry-grade three-tab asphalt shingle in a hot, high-ultraviolet climate is a covering approaching the end. Fifteen years on a standing-seam metal panel is a covering that is barely broken in. On a slate roof, fifteen years is not even worth mentioning.

So the question is never “how old is my roof.” The question is “how far through its expected service life is my roof.” Those are different questions with different answers.

The durable hierarchy is well established even though the exact numbers move with climate, ventilation quality, install quality, and product grade. Entry-grade asphalt shingles have the shortest expected service life of the common residential coverings. Architectural or dimensional asphalt shingles, which are heavier and layered, run meaningfully longer than the entry-grade product. Metal roofing, wood shake, tile, and slate each run longer still, with slate and quality tile at the far end, sometimes outlasting the people who install them. Rather than reciting numbers that vary by product and region, use the ratio. If your covering is somewhere in the first half of its material’s expected service life, age is not pushing you toward replacement. If it is in the last quarter, age is pushing hard, and pushing regardless of how good the surface looks from the driveway. If it is in that third-quarter middle zone, age is a factor but not a verdict, and the other two levers decide.

Two things accelerate the clock and are worth knowing about because they explain why two identical coverings installed the same week can age at different rates. The first is ventilation. An attic that cannot exhaust heat cooks the underside of the covering, and a shingle baked from below ages faster than the same shingle on a properly vented assembly. The second is orientation and exposure. The slope that takes the most direct sun year-round will always show wear first, which is why a covering can look fine from the street and be visibly finished from the back yard. Neither of these is a reason to distrust the age rule. They are reasons to establish the effective age rather than the calendar age, and the way to do that is to have someone competent look at the worst slope, not the best one.

Here is the practical part. Most homeowners do not know their covering’s age, because they bought the house from someone who did not tell them. Lever two: the extent and the location of the damage

Age tells you what the covering has left. Extent tells you what has actually gone wrong, and it is the lever that separates a repair from a replacement on a covering that still has life in it.

The distinction is between a located defect and a systemic one, and the test is simple: can someone point at the failure, or do they have to gesture at the surface?

A located defect has an address. Water is coming in at the chimney. The vent boot on the north slope has split. A windstorm peeled a section of courses off the southwest corner. The valley between the main run and the dormer is backing up. In each of those cases there is a discrete place where a discrete thing failed, and the covering everywhere else is doing exactly what it should. That is a repair, full stop, provided age and layers do not override it.

A systemic defect has no address, because it is everywhere. Granules are shedding across the whole surface, not in one patch. Shingles are curling at the edges or cupping in the middle across multiple slopes. The surface has gone brittle enough that a shingle cracks when someone walks it. There are nail pops scattered broadly rather than in one course. Multiple leaks are showing up in unrelated parts of the home at the same time. None of those has a place you can point at, because the material itself has reached the end of its ability to shed water. You cannot repair that. There is nothing to repair; there is a surface that has stopped working.

Location carries its own weight, separate from extent. Some failures sit in places that are genuinely repairable and some sit in places where a repair is a temporary courtesy. Flashing failures at penetrations, walls, and chimneys are the most repairable category there is, and they are also the single most common actual cause of a leak on a covering that is otherwise fine. Field failures, meaning failures out in the open expanse of the covering away from any transition, are more concerning, because the field is where the material is doing its simplest job. If the material is failing where the job is easiest, that is a signal about the material, not about a detail. Valleys and low-slope transitions are the hardest details to get right and the most common place for a repair to be attempted and fail twice.

There is one more extent signal that overrides everything else, and it is the one homeowners most often misread: soft or rotted decking. If the structural sheathing underneath has taken on water long enough to lose integrity, you are past the covering conversation. Deck damage means water has been getting in for a long time, and it means the deck has to be opened up and replaced wherever it is compromised, which means the covering above it comes off anyway. Localized deck rot under a single failed penetration can be handled as part of a repair. Widespread soft decking is a replacement and is not a close call.

Lever three: layers, and why a third one is usually not allowed

This is the lever nobody tells homeowners about, and it is the one that most often turns a decision they thought they were making into a decision that was already made for them.

Most jurisdictions in the country limit residential asphalt shingle roofs to two layers total. One original covering plus one overlay. When a home already carries two layers and the covering needs work, the third layer is off the table, which means the next intervention is a tear-off whether anyone wanted one or not.

The limit is not arbitrary bureaucracy. It exists for reasons that are worth understanding, because understanding them is what lets you tell a contractor citing the rule honestly from one citing it as a lever.

The first reason is weight. Roofing material is heavy, and the structure underneath was engineered for a design load that included some assumptions about what would be sitting on it. A second layer roughly doubles the covering’s dead load. A third layer pushes further into margin that the framing was never designed to give away, and it does so permanently, in addition to whatever snow load that structure has to carry in a bad winter. The second reason is heat. Stacked layers hold heat against each other, and the covering on top of a covering runs hotter and ages faster than the same product laid on a clean deck. The third reason is inspection. Every layer between the inspector and the deck is a layer of things nobody can see, and by the third one, nobody has laid eyes on that sheathing in decades.

Because the limit varies by jurisdiction and because some areas restrict overlays more tightly than the general two-layer pattern, and some prohibit them entirely on certain slopes or materials, this is a confirm-locally item rather than a fact to take from any article, including this one. Now, how do you find out how many layers you have? A contractor can tell you in seconds by lifting an edge at a rake or an eave and counting. You can often get a strong hint yourself from the ground by looking at the covering’s thickness at the edge where it overhangs the fascia, and by comparing the height of the shingle edge against the drip edge or the gutter line. A two-layer roof sits visibly proud. If you have documentation of a past replacement that describes a roof-over rather than a tear-off, you already have your answer and it is two. And if a contractor tells you that you have two layers, ask them to show you the edge where they counted, take a photograph of it yourself, and put it with the rest of the home’s records. A layer count is a fact, and facts should be documented rather than remembered.

The reason this lever is worth so much: a homeowner with two layers who does not know it will keep buying patches on a roof that is going to need a full tear-off anyway, and every one of those patches is money that will be thrown away when the tear-off finally happens. Knowing the layer count early changes the entire economics of the next several years.

What your material changes about the rule

The rule is universal. Its inputs are not. The same three levers produce different verdicts on different coverings, and a homeowner who applies asphalt-shingle instincts to a tile roof will reach the wrong answer with perfect logic.

Asphalt shingles are the case the rule was built around, because they are the most common residential covering and because they fail in the most legible way. They shed granules, curl, crack, and lose their fastening as they age, and the progression from located defects to systemic failure is visible and reasonably predictable. The entry-grade three-tab product and the heavier architectural product behave the same way on different clocks, which is why the material grade has to be part of the age lever rather than an afterthought. On asphalt, the levers are all live, all the time, and the table runs exactly as written.

Metal changes the extent lever substantially. A metal roof does not usually fail by wearing out its surface across the field the way asphalt does. It fails at fasteners, at seams, at penetrations, and at coatings. Which means metal produces located defects far more often than systemic ones, and it means the correct answer for metal is repair far more often than it is for asphalt. A homeowner told their metal roof needs replacement because of a leak should be very skeptical, because the overwhelming likelihood is a fastener or a seam detail. Metal also mostly removes the layer lever from the conversation, since overlaying metal is a different proposition than stacking shingles and is governed by different local rules. The age lever still applies, but the clock is long.

Tile and slate invert the situation almost completely. The covering itself can outlast the structure, but the underlayment beneath it does not. What fails on a tile or slate roof is frequently the layer nobody thinks about: the waterproof membrane under the tiles, which has an ordinary service life while the tiles above it have an extraordinary one. That produces a decision that has no equivalent in the asphalt world, where the tiles come off, get set aside, the underlayment is replaced, and the same tiles go back on. It is neither a repair nor a replacement in the terms this article has been using, and a contractor who quotes a tile roof as a full replacement including new tile when the tile is sound has either misdiagnosed the job or is selling one. Individual cracked tiles are also the most repairable single defect in all of roofing, and a leak under tile is almost always underlayment or flashing rather than the tile itself.

Wood shake ages differently again, splitting and cupping and losing thickness, and it carries maintenance requirements that asphalt does not, which means the age lever on shake is heavily modified by how well the covering was maintained rather than by how long it has been up there. A well-maintained shake roof and a neglected one of identical age are not in the same place in their service lives at all.

The practical consequence for you is a single question you should ask before accepting any verdict: does the person telling me this understand what my covering actually is and how it actually fails? A general roofer who does asphalt all week and is looking at your tile roof may be a competent tradesperson giving you an incompetent diagnosis, without any dishonesty involved. Ventilation, the lever behind the lever

There is a factor sitting underneath the age lever that almost never gets discussed with homeowners, and it explains more about why one covering fails early and an identical one does not than anything else in this guide.

Asphalt ages primarily from heat. A shingle spends its life being cooked, and the rate at which it gives up its flexibility and its granules is largely a function of how hot it gets and for how long. Sun does half of that from above. The attic does the other half from below. An attic that cannot exhaust the heat it accumulates turns into an oven pressed against the underside of your covering, and the covering bakes from both sides at once. That is why two homes on the same street, built the same season with the same product by the same crew, can arrive at wildly different places in their service lives. One of them can breathe.

The mechanism is intake and exhaust working together. Air needs to come in low, typically at the soffits, travel up under the deck, and leave high, typically at a ridge or through vents near the top. Break either end and the system stops. The most common break is not exotic: it is insulation stuffed into the soffits during a well-meaning energy upgrade, blocking the intake completely, after which the exhaust has nothing to pull and the attic simply holds heat. The second most common is exhaust that was never adequate for the volume of the space to begin with.

This matters for the decision in two directions, and both are worth money.

Looking backward, ventilation is why you should establish the effective age of your covering rather than its calendar age. A poorly ventilated roof is genuinely older than its years, and the age lever should be run against where the material actually is rather than where the paperwork says it should be. This is not a loophole for a contractor to exploit in the direction of replacement; it cuts both ways, and a well-ventilated covering on the far side of its nominal life may have real time left. What settles it is the wear pattern that an inspection reveals, not the arithmetic on a permit date.

Looking forward, ventilation is the thing you fix during a replacement or you do not fix at all. Correcting intake and exhaust is comparatively cheap while the covering is off and the crew is there, and it is expensive and disruptive to address later. Which means the replacement conversation should always include the ventilation question, and a contractor who quotes a tear-off without ever mentioning it is quoting a covering rather than an assembly. Ask directly what the current intake and exhaust situation is, whether it is adequate for the space, and what correcting it would add to the job. The answer tells you whether you are talking to someone who thinks about roofs as systems or someone who thinks about them as surfaces to be covered.

There is an unpleasant corollary. If a covering failed early and the attic is the reason, putting an identical new covering on top of an unchanged attic buys you an identical early failure. The material did not fail; the assembly did. Replacing the visible half of a system that broke because of the invisible half is how a homeowner ends up doing this twice in a span that should have held one covering.

So add a fifth question to the four facts, and ask it every time the word replacement enters the conversation: what is the ventilation doing, and what will you do about it. It costs nothing to ask and it is the difference between buying a roof and buying a roof that lasts.

Repair or replace your roof: the decision framework

The three levers combine into a table you can run against your own home once you have established the material’s service-life position, the extent of the damage, and the layer count. This is the artifact. Find your row and the verdict is there.

Read the table honestly, including the rows that are inconvenient. The two “second opinion” rows are there because those are the genuinely close cases, and the honest answer in a close case is to get more information rather than to pretend the rule resolves everything. Anyone who tells you the decision is always obvious is selling something. The rule resolves most cases cleanly, and it tells you exactly which cases it does not resolve, which is more than a shrug and a menu will ever give you.

Notice also what the last row does. An unknown is not a replace. A contractor who cannot tell you your layer count or your covering’s age, and who nevertheless has a firm opinion that you need a full replacement, has an opinion that is not built on anything. Establishing the facts costs one inspection. Acting on a guess costs a roof.

What a competent inspection actually establishes

The rule needs four facts, and all four come from an inspection. Which means the quality of your decision is capped by the quality of the look somebody takes, and most homeowners have no idea what that look should include. Knowing what a real inspection covers is what lets you tell one from a walk around the yard with a clipboard.

A real inspection has two halves, and the half most people never think about is the one done from inside.

The attic side comes first for anyone who knows what they are doing, because it is where the evidence lives. From underneath, with a light, a competent inspector is looking for staining on the sheathing that maps where water has been getting in, which is frequently nowhere near where the stain appears on your ceiling. They are looking for daylight coming through, which is unambiguous. They are checking whether the decking is dry and firm or dark and soft. They are looking at the nails coming through from above for rust or moisture, which tells them about condensation and ventilation. And they are assessing whether the attic can actually exhaust heat, because ventilation is the single largest modifier of how fast your covering is aging and therefore of where the age lever is pointing. An inspector who never goes in the attic has skipped the half of the job that produces the deck answer, and the deck answer is the one that most often decides the verdict.

The roof side is what people picture, and it should be done from on the covering where the pitch and condition safely allow, not from a ladder at the edge and not from the ground with binoculars. From up there, the inspector is establishing the material and its grade, the wear pattern across different slopes rather than one representative patch, the condition of every flashing detail at chimneys, walls, valleys, and penetrations, the state of the vent boots, whether fasteners are holding or popping, whether the courses lie flat, and the layer count at an exposed edge. They should be looking hardest at the slope with the most sun exposure, because that is where the covering is oldest in the only sense that matters.

What comes out of that should be four answers stated plainly: what the material is and roughly where it sits in its service life, whether the damage is located or spread, how many layers are on the structure, and what condition the deck is in. If a report does not contain those four answers, it is not a report you can run the rule against, and you should ask for them directly before accepting any recommendation built on it.

There is a structural point worth making about who does this. The person who inspects and the person who quotes the work have an unavoidable interest in what the inspection finds. That does not make them dishonest; it makes them human. Where the decision is genuinely close, or where the money is large, an inspection from someone with no crew to feed is worth paying for outright, and it is the cheapest insurance in this entire process. A paid independent inspection costs a small fraction of the decision it informs.

Two practical habits make everything downstream easier. First, ask to see what they saw. A contractor with a phone can show you your own deck from the attic and your own worst slope from above, and one who has genuinely done the work will be pleased to walk you through it. Second, ask for the four facts in writing before you ask for a number. Facts written down before a price is attached are worth more than the same facts recited after, because once a quote exists, everything said afterward is arguing for it.

Finally, get the inspection on a schedule rather than in a crisis. Once the verdict is replace, a second decision arrives immediately, and it is where more money gets lost than anywhere else in roofing. Someone will offer you an overlay. It will be cheaper. It will be framed as the smart, economical choice, the one a savvy homeowner makes. Here is the verdict, stated before the argument so you cannot miss it: on a covering that has reached the end of its life, tear off. The overlay’s savings are real and they are also smaller than they look, and everything you give up to get them is permanent.

Is a roof overlay cheaper than a tear-off?

Yes, upfront, and that is the whole of its advantage. An overlay skips the removal labor and the disposal fees, so the quote comes in lower. What it does not skip is the shortened life of the new layer, the hidden deck, and the tear-off you now owe on two layers. The savings shrink every year.

What the overlay actually saves
